In three-day closed meeting event from January 18th to 20th, 2023, the EuroMed Feminist Initiative organized a Reference Group Meeting in Paris, France, titled "Handbook Gender Sensitive Reconstruction / Recovery in Syria." Participants included Omar Abdulaziz Hallaj, a Partner at LUGARIT, who played a pivotal role, particularly in advising on economic reforms.
The event's primary objective was to meticulously review draft guidelines aimed at a gender-sensitive approach to Syria's reconstruction. This initiative is a part of EuroMed Feminist Initiative's broader efforts to integrate gender mainstreaming knowledge into political and post-conflict recovery processes. They have commissioned two researchers to develop these guidelines, focusing on constitutional, legal, and institutional aspects. The comprehensive report, expected in February 2024, will encompass economic recovery, legal reforms, social cohesion, and political reforms.
Day one commenced with an introduction to the handbook, discussing its purpose, target audience, and the working mechanism of the authors. It also explored the role of the reference group and presented the structure of the handbook and its annexes. The second session delved into economic reconstruction, inviting feedback and brainstorming sessions from the reference group on the chapter's themes.
The agenda for the second day included sessions on political and legal reconstruction. These sessions followed a similar format, with presentations from the authors and interactive discussions with the reference group to refine and enhance the content.
The final day focused on social reconstruction, again involving presentations and constructive feedback sessions. The event concluded with a forward-looking sixth session, planning future actions, discussing the handbook's finalization, and setting the next meeting dates.
Mr. Hallaj's involvement, especially in economic reform, was noteworthy, although he contributed to all aspects of the discussion. The insights and the collective input from diverse participants promise to shape a more inclusive and equitable approach to rebuilding Syria. This event marks a step towards ensuring that gender perspectives are central to reconstruction efforts, setting a precedent for similar initiatives in the region.
