Omar Abdulaziz Hallaj participated in the Expert Group Meeting (EGM) titled "Inclusion, Empowerment and Equality as Pathways to Peace and Development in the Arab Region," held at the UN House in Beirut, Lebanon, on April 8-9, 2019. This EGM was a part of the 2019 Arab Forum for Sustainable Development, organized by the United Nations.
In the fourth session of day one, Hallaj, along with three other panelists, delved into the intricate relationship between peacebuilding, development, and the key principles of inclusiveness, empowerment, and equality. The session, under the title "Pathways to Peace and Development in the Arab Region: Operationalizing Inclusiveness, Empowerment, and Equality as a Conduit to Social Cohesion," aimed to explore how these principles could be effectively utilized to foster social cohesion and sustainable peace in the region.
The discussions revolved around the critical role of public policies and state institutions in creating environments conducive to sustainable peace. Participants were encouraged to propose ideas and strategies that could facilitate peace and development in the Arab world. Central to the dialogue were questions about developing inclusive social systems in post-conflict countries, establishing effective and accountable institutions, and the impact of social cohesion on sustainable peace.
Specific focus was given to the situations in Yemen and Palestine, examining how conflicts and occupations have impinged upon the principles of inclusion, empowerment, and equality. The session also addressed conflict diffusion through soft diplomacy, inclusive cultural approaches, and strategies for mitigating and transforming conflicts based on these principles.
Key themes of discussion included empowering conflict-affected individuals, particularly youth and women, to contribute to post-war transitions, inclusiveness in ensuring no one is left behind in conflict zones, and ensuring equality through non-discrimination and providing development opportunities for all affected by conflict or occupation.
This session highlighted the urgent need for a joined response in the Arab region to address the challenges of sustaining peace and resilience amidst the adversities posed by conflict and occupation. It marked a step forward in enhancing policy debates and setting the course for a more peaceful and sustainable future in the region.
The EGM, in general, aimed to operationalize the three theme principles to mitigate conflict impact, enhance community resilience, and chart peace pathways. The meeting also fostered academic networks and linked research with development interventions.
