12-13 July 2023 - Rome, Italy
The Italian capital played host to a regional meeting titled "Track II: Exploring Positive Measures for A Sustainable Solution in Syria," in preparation for the renowned Rome MED conference, on July 12th and 13th. Organized by the Italian Ministry of Foreign Affairs and International Cooperation along with the Italian Institute for International Political Studies (ISPI), the event saw the participation of Omar Abdulaziz Hallaj – a partner at LUGARIT - and 30 other key figures.
Rome MED, a conference focused on Mediterranean affairs, is acclaimed for its innovative approaches to regional challenges, fostering a 'positive agenda' that addresses both security and socio-economic issues.
This regional meeting gained particular significance in light of the recent devastating earthquake in Syria and the country's readmission to the Arab League in May 2023, signaling a shift in the regional balance of power.
Amidst these developments, the meeting's agenda was crucial. The Carter Center, in collaboration with the Mediterranean Dialogue and ISPI, spearheaded a working dialogue to bridge gaps between international and regional stances on Syria. A primary goal was to develop a transatlantic discussion platform, culminating in strategies for engaging US Congress and European governments more effectively regarding Syrian policies.
Key sessions included discussions with Italian Civil Society Organizations (CSOs) on minority issues in Syria and the broader Middle East, an exploration of US and EU interests in Syria, and a focus on regional priorities and perspectives. The meeting emphasized the need for creative solutions and political openings for constructive engagement, aiming to influence policymakers in the US, Europe, and Damascus.
The third and concluding session, titled "What does success look like? Exploring practical solutions for an impactful dialogue," underscored the urgency of the situation. Participants explored ways to leverage the Arab world's rapprochement with Damascus, aligning it with the step-for-step approach that is increasingly gaining traction in diplomatic circles.
As the two-day event wrapped up, the sense of urgency and the need for collaborative approaches in addressing the complex Syrian situation were palpable. The discussions and strategies formulated at this meeting are expected to play a crucial role in shaping future diplomatic efforts and policy decisions regarding Syria.
